本标准根据ITU-T草案建议M.3400电信管理网(TMN)的管理功能(1995年会议文件)的内容编写。在技术内容及编写次序上与该国际建议等同。这样可以更好地适应国际技术和经济贸易交流并满足采用国际标准的需要。本标准符合GB/T1.1-1993标准化工作导则中有关编写标准的规定。本标准属于TMN系列标准中管理功能单的标准之一。本标准从1998年9月1日起实施。而后所有在电信管理网中运行的设备均应符合本标准的规定。本标准的附录A是标准的附录。范围本标准规定了电信管理网(TMN)的管理功能。本标准适用于TMN的规划，设计和建设。
