Relevant national standards for pollutants emission are applicable to the water pollutants and environmental noises; relevant national solid waste pollution control standards are applicable to the identification, treatment and disposal of generated solid wastes. This standard is developed in accordance with the rules given in GB/T 1.1-2009. Main contents revised in this standard are as follows: ——the implementation region division of this standard is adjusted; ——the emission limits of some air pollutants in existing enterprises and new enterprises in urban area are adjusted. After the implementation of this standard, the contents of process waste gas in DB 50/418-2012 Integrated emission standards of air pollutants in Chongqing shall be replaced by this standard and DB 50/418-2012 shall be abolished. This standard specifies basic requirements of integrated emission control of air pollutants in Chongqing. When the requirements of environmental impact assessment documents or pollution emission permit are stricter than those in this standard, the approved environmental impact assessment documents or pollution emission permit shall prevail. This standard was proposed by and is under the jurisdiction of Chongqing Environmental Protection Bureau. This standard was approved by Chongqing Municipal People's Government on January 22, 2016. This standard was implemented on February 1, 2016. Integrated emission standards of air pollutants 1 Scope This standard is applicable to the emission control for the existing pollution sources in Chongqing, the environmental impact assessment for newly-built, renovated and expanded project, the design of the environment protection facilities for construction project as well as their completion acceptance and emission control after being put into service. In accordance with the principle that the integrated emission standard and professional emission standard are not executed at the same time, the pollution sources different from boilers, industrial furnaces, and those beyond the applicable scope of national or local professional standards shall be in accordance with the requirements of this standard. As for the national standards or local professional standards issued after the implementation of this standard, the pollution source specified according to their application scope shall be in accordance with the corresponding air pollutants emission standard but not this standard. This standard is applicable to pollutant emission allowed by law. The site selection of the newly-set pollution source and the management of the current pollution source in special protection area shall be in accordance with the relevant provisions in such laws, regulations and rules as Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution, Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste and Law of the People's Republic of China on Environmental Impact Assessment. 2 Normative references The following referenced documents are indispensable for the application of this standard. The inevitable fugitive emission shall comply with the limits specified in Table 1. 4.3 For affecting areas and key areas in other areas, urban area standard may be referenced.

As for the national standards or local professional standards issued after the implementation of this standard, the pollution source specified according to their application scope shall be in accordance with the corresponding air pollutants emission standard but not this standard. This standard is applicable to pollutant emission allowed by law. The site selection of the newly-set pollution source and the management of the current pollution source in special protection area shall be in accordance with the relevant provisions in such laws, regulations and rules as Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution, Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste and Law of the People's Republic of China on Environmental Impact Assessment. 2 Normative references The following referenced documents are indispensable for the application of this standard. The topographic height difference shall be taken into consideration for the height of the building; when the height difference between the horizontal plane of the exhaust stack (and its main building) and the horizontal plane of the building within the evaluation range is greater than the sum of the exhaust stack height and its maximum plume rise, this building may not be regarded as a surrounding building 4 Pollutants emission control requirements 4.1 From the implementation date of this standard, the organized emission of pollution source that is new or has passed the review on environmental impact assessment shall meet the requirements of Table 1. 4.2 The fugitive emission from pollution sources shall be under strict control and generally there shall be no fugitive emission. The inevitable fugitive emission shall comply with the limits specified in Table 1. 4.3 For affecting areas and key areas in other areas, urban area standard may be referenced.
