1 General Provisions 1.0.1 To prevent pollutions of exhaust gas, waste water, solid waste, noise and radioactive substance etc., reinforce environmental protection of chemical industry projects, this code is prepared according to the relevant national laws and regulations for the purpose of cleaner production, rational development and resources & energy utilization and maintenance of ecological balance. 1.0.2 This code is applicable to environmental protection design of newly-built, extended, renovated and technical reconstructed chemical industry projects. 1.0.3 The environmental protection design of chemical industry projects shall not only comply with this code but also comply with those specified in the national current relevant standards. 2 Terms 2.0.1 Ecological balance Dynamic balance relation established according to the interaction between organism and organism and between organism and living environment in environmental system. 2.0.2 Environmental capability Purifying capacity of natural environment or environment elements like water, air, soil and organism for the pollutants. 2.0.3 Pollutant Substance produced by production and living of human and having destructive effect on the environment. 2.0.4 Total amount control Un-equally distributing environmental capability resources for each control area in accordance with pollution discharging sites, number and method 2.0.5 Phreatic water aquifer Permeable rock and soil above the first stable aquitard below the surface. 2.0.6 Non-organization discharge Exhaust emission not through exhaust funnel and exhaust emission with exhaust funnel height less than 15m, 2.0.7 Secondary pollution The toxic and hazardous materials in the environment turning into the substance with more toxicity and direct hazard on the organism under the biologic, chemical, physical and physiochemical action; these substances are not available in the original pollution source. 2.0.8 Acid mist Foggy acidic material, with pH value 3~4.5. 2.0.9 Storage by nitrogen gas Facilities used for constant control of nitrogen pressure on top of the tank to protect materials in the tank from azotization and protect tank safety. 2.0.10 Soft-sealing isolation A gate valve method provided on current regulating and chopping equipments on multiple corrosive and noncorrosive gas, liquid, semiliquid and solid powder pipeline as well as container 2.0.11 Initial rainwater New rainwater. The rainfall in the first 10~20min during a rainfall process. 2.0.12 Cleaning waste water Unpolluted waste water exhausted from devices zone, like exhaust water of indirect cooling water and overflow water etc. 2.0.13 Surging discharge Unevenness during sewage discharge with drainage volume increased suddenly. 2.0.14 Impact load Pollutant load increased suddenly during sewage discharge. 2.0.15 Flexible connection Elastic materials used between opposite connection pieces to make their mutual connection have both restraint or dynamic transmitting relation and a certain relative displacement to avoid rigid shock. 2.0.16 Radioactivity activity Measurement unit of radioactive substance, describing nuclear decay number of radioactive isotope in unit time and expressing decay degree of radioactive source. 2.0.17 Water substance Water's accumulation body, namely ground water substance, like stream, river, pond, lake, reservoir and oceans etc. 3 Design Contents 3.0.1 Main contents concerning the environmental protection in project proposal shall meet the following requirements: 1 Existing environment of the location; 2 Possible environmental influence and prevention and treatment strategy; 3 Comment and requirements of local ministry of environmental protection; 4 Existing problems. 3.0.2 Main contents concerning the environmental protection in feasibility study report shall meet the following requirements: 1 Existing environment of proposed area; 2 Main pollution source and key pollutants; 3 Ecological variation possibly caused by resource development; 4 Environmental protection standards adopted in the design; 5 Preliminary scheme of pollution control and ecological variation; 6 Investment estimation of environmental protection; 7 Environmental impact assessment conclusion or environmental impact assessment; 8 Existing problems and suggestion. 3.0.3 Main contents concerning the environmental protection in project application report shall meet the following requirements: 1 Current state of natural environment and ecological environment in construction area; 2 Environmental capability in construction area; 3 Implemented national and local environmental policy and environment protection standard; 4 Main pollution source and main pollutant of the construction project; 5 Environmental management and utilization and protection technology and measures; 6 Brief description of measures for ecological environment protection and cultural heritage protection; 7 Anticipated effects of environmental management and utilization; 8 Influence of project construction on the ecological and cultural heritages; 9 Environmental protection facilities and organization structuring; 10 Investment estimation of environmental protection; 11 Compilation condition description of environmental impact assessment report of project; 12 Principal problems and suggestions proposed by environmental impact assessment; 13 Evaluation conclusion of environmental impact assessment report of project and examination and approval comments of executive departments. 3.0.4 Preliminarily-designed environmental protection writings (exclusive articles) shall ensure implementation of various environmental measures determined by environmental impact statement (table) and the examination and approval comments and shall cover the following main contents 1 Preparation basis; 2 National environmental laws and standards implemented by design; 3 Project overview; 4 Characteristic parameters like kinds, composition, number, discharge rule, discharge method, discharge direction, temperature and pressure of main pollution sources and key pollutants;
