1 General provisions
1.0.1 This code is formulated with a view to unifying the environmental protection design of chemical industry projects, preventing environmental pollution, rationally developing and utilizing resources and saving energy, so as to realize clean production.
1.0.2 This code is applicable to the environmental protection design of constructed, renovated and extended chemical industry projects.
1.0.3 The environmental protection facilities of chemical industry projects shall be designed simultaneously with the main works, and shall meet the requirements of environmental impact assessment and its approval documents.
1.0.4 The environmental protection design of chemical industry projects shall not only meet the requirements of this code, but also meet those of current national standards.
2 Terms
2.0.1 pollutant
substance produced by human production and life that has destructive effects on the environment; in the chemical industry, it refers to the substance discharged in the production process of chemical industry, which will change the normal composition and nature of the environment and directly or indirectly damage organisms and humans
2.0.2 total amount control
environmental management method system with the core of controlling the total amount of pollutants discharged by pollutant discharging units within a certain period of time and within a certain area
2.0.3 fugitive emission
exhaust emission that do not pass through the exhaust duct, and that with the height of exhaust duct less than 15m
2.0.4 secondary pollution
secondary hazard to the environment which is caused by new pollutants formed by pollutants under physical, chemical or biological action during storage, transportation or treatment
2.0.5 acid mist
mist acidic substance with particle size between 0.1~10μm in the air
2.0.6 nitrogen sealing
measure of filling nitrogen into the storage tank to keep the internal pressure constant, prevent the internal materials from being oxidized, reduce the material volatilization and ensure the tank safety
2.0.7 soft sealing
valve sealing mode of normal temperature, medium- and low- pressure pipelines and containers, in which the valve element and valve body are inlaid with elastomer materials for regulation, interception and leakage prevention
2.0.8 initial polluted rainwater
rainwater produced at the beginning of rainfall in a polluted area, which should be taken as the rainwater in 15~30min at the beginning of a rainfall, or that of 20~30mm in thickness at the beginning of a rainfall
2.0.9 impact load
pollution load caused by sudden increase of wastewater discharge or pollutant concentration
2.0.10 radioactivity
measurement unit of radioactive substances, describing the number of nuclear decays of radioactive elements or isotopes per unit time, and indicating the decay degree of radioactive sources
2.0.11 reused water
wastewater reaching a certain water quality index and meeting the reuse requirements after being subjected to advanced treatment
2.0.12 accident wastewater
wastewater discharged in case of an accident in production devices, including fire-fighting wastewater, leaked materials, rainwater during accidents, etc.
2.0.13 volatile organic compounds (VOCs)
organic compounds involved in photochemical reaction in atmosphere or those determined via measurement or calculation according to specified method, VOCs for short
1 VOCs used for calculation or filing refer to organic compounds with a vapor pressure not less than 10Pa at 20℃, or with a boiling point not higher than 260℃ at 101.325kPa standard atmospheric pressure, or organic compounds (except methane) with the above corresponding volatility under actual production conditions.
2 Non-methane hydrocarbon (NMHC) is taken as the comprehensive control index for the emission of volatile organic compounds in exhaust pipe, factory-boundary and factory-area, and for the calculation of the removal efficiency of volatile organic compounds in organic waste gas recovery or treatment facilities.
2.0.14 flexible connection
connection with elastic material used between the opposite connectors, which not only restrains or transmits power, but also has a certain relative displacement to avoid rigid vibration
2.0.15 odor pollutants
all gaseous substances that irritate olfactory organs and cause people's unhappiness and damage the living environment
2.0.16 hazardous waste
waste discharged during the chemistry industry production, listed in the National catalogue of hazardous wastes or that with hazardous characteristics as determined according to the hazardous waste identification criteria and identification method specified by the nation
