Except for non-destructive testing, inspection work shall not be outsourced. If outsourcing of non-destructive testing in periodic inspection projects is required, it shall be carried out in accordance with the relevant provisions of TSG Z7001. 4.4 The inspection agency shall meet the general resource conditions required by this document and the specialized resource conditions suitable for the approved project undertaken. ‌5.1 Personnel Requirements‌ ‌5.1.2‌ When conducting non-destructive testing (NDT) in-house, the inspection institution shall employ at least ‌two personnel‌ holding ‌NDT qualification certificates‌ at ‌Level II or higher‌ issued by the special equipment safety supervision department. If NDT work is outsourced, the institution shall retain ‌at least one personnel‌ with a ‌Level II or higher NDT qualification certificate‌ issued by the same department. ‌5.1.3‌ The inspection institution shall appoint ‌safety officers‌ and define their responsibilities accordingly. ‌5.1.4‌ For institutions engaged in ‌gas cylinder safety assessment‌, the approval personnel for safety assessment reports shall either: hold ‌pressure vessel inspector qualifications‌, or be ‌engineers with ≥8 years of gas cylinder inspection experience‌. ‌5.2 Site & Facility Requirements‌ ‌5.2.1‌ The inspection institution shall have ‌dedicated inspection areas‌ suitable for the assigned tasks, with each area ‌≥300 m²‌. For ‌LPG cylinders and large-volume gas cylinders‌, the area shall ‌≥1000 m²‌.
