1 Scope
This document specifies the management requirements, general resource conditions, and specialized resource conditions for periodic inspection agencies of gas cylinders (hereinafter referred to as inspection agencies).
This document applies to inspection agencies engaged in the inspection of seamless gas cylinders, welded gas cylinders, fiber-wrapped gas cylinders, cryogenic insulated gas cylinders, and filled gas cylinders (limited to acetylene gas cylinders). It also applies to inspection agencies engaged in safety assessment and decommissioning of gas cylinders.
This document does not apply to inspection agencies engaged in the inspection of large-volume gas cylinders used for long-distance transport trailers and containerized transport systems.

3 Terms and Definitions
The terms and definitions established in GB/T 13005 apply to this document.
4 Management Requirements
4.1 The inspection agency shall obtain an approval certificate issued by the special equipment safety supervision department before undertaking periodic inspection and safety assessment work within the approved project scope.
4.2 The inspection agency shall establish a quality management system suitable for the approved project in accordance with the requirements of TSG Z7001.
4.3 The inspection agency shall independently complete the inspection work undertaken. Except for non-destructive testing, inspection work shall not be outsourced. If outsourcing of non-destructive testing in periodic inspection projects is required, it shall be carried out in accordance with the relevant provisions of TSG Z7001.
4.4 The inspection agency shall meet the general resource conditions required by this document and the specialized resource conditions suitable for the approved project undertaken.
5.1 Personnel Requirements
5.1.2 When conducting non-destructive testing (NDT) in-house, the inspection institution shall employ at least two personnel holding NDT qualification certificates at Level II or higher issued by the special equipment safety supervision department. If NDT work is outsourced, the institution shall retain at least one personnel with a Level II or higher NDT qualification certificate issued by the same department.
5.1.3 The inspection institution shall appoint safety officers and define their responsibilities accordingly.
5.1.4 For institutions engaged in gas cylinder safety assessment, the approval personnel for safety assessment reports shall either:
hold pressure vessel inspector qualifications, or
be engineers with ≥8 years of gas cylinder inspection experience.
5.2 Site & Facility Requirements
5.2.1 The inspection institution shall have dedicated inspection areas suitable for the assigned tasks, with each area ≥300 m². For LPG cylinders and large-volume gas cylinders, the area shall ≥1000 m². The inspection process layout shall be logical, with clearly marked zones (e.g., inspection pending area, inspection zone, qualified zone, scrapped zone).
5.2.2 A permanent office space, archives room, and equipment room shall be established.
5.2.3 Institutions conducting vehicle-mounted gas cylinder inspections shall have:
a parking lot for vehicles,
a dedicated area for cylinder removal/installation,
hydrogen gas cylinder depressurization facilities compliant with GB/T 42626.
5.2.4 Lifting equipment suitable for inspection needs shall be available.
5.2.5 Electrical equipment in hazardous areas shall be explosion-proof and meet applicable regulations.
5.2.6 If radiography testing is performed on-site, a radiation-shielded area compliant with safety requirements shall be provided.
5.2.7 Fixed imaging recording equipment shall be installed to ensure clear and traceable inspection records.
5.2.8 Office facilities and communication tools shall be available, with sufficient computers for management, report generation, and data upload.
5.2.9 A gas cylinder inspection information system shall be established for digital management.
A traceability platform shall be maintained to publicly display inspection results and decommissioned cylinder status.
5.2.10-11 An electronic identification reader/writer shall be available to update data on the traceability platform via electronic tags.
5.3 Inspection Equipment & Instrumentation Requirements
5.3.1 General Requirements
Inspection institutions shall provide appropriate testing instruments, equipment, measuring tools, and auxiliary devices based on gas cylinder types.
Performance, range, and accuracy of instruments shall comply with relevant standards and meet practical inspection needs.

3 Terms and Definitions

4 Management Requirements
