1 General Provisions 1.0.1 This code is formulated with a view to guiding the device commissioning activities of the project in chemical industry and promoting the scientization and standardization of commissioning activities. 1.0.2 This code is applicable to the commissioning activities of the construction, extension and renovation projects in chemical industry. 1.0.3 The commissioning introducing the complete set of project or the plants in it may be implemented according to the standards stipulated in the contract and shall not be inferior to those specified in this code. 1.0.4 For the engineering quality, safety, fire control, occupational health, environmental protection, measurement and special equipment, etc. related to this code, the current relevant laws, regulations and standards of the nation shall be complied with. 1.0.5 The commissioning activities of the project in chemical industry shall not only meet the requirements of this code, but also comply with those specified in the current relevant standards of the nation.   2 Terminologies 2.0.1 Equipment The generic term of materials except the land, which can be repeatedly used in a long term during the running of plant and basically maintain the original physical form and function during the use, including rotating equipment and static equipment, etc. 2.0.2 Rotating equipment/machinery The mechanical equipment equipped with actuating device and mainly relying on the acting function parts, including pump, fan, compressor, conveyor, crusher, filter separator, dryer and blender, etc. 2.0.3 Static equipment The mechanical equipment mainly relying on the static function parts, including tower, heat exchanger, separator, reactor, storage tank and filter, etc. 2.0.4 Machine unit The equipment combination of more than two types of different equipment, piping system and automatic detection & control system and is able to jointly fulfill specific task. 2.0.5 Rotating equipment/machinery run-in The specified running test implemented on the single rotating equipment and machine unit installed on site under the condition of no load or with safety medium, to inspect the mechanical performance, manufacture and installation quality except the influence of process medium. 2.0.6 Precommissioning A series of preparation activities such as system debugging, cleaning and mechanical & electrical performance test carried out for commissioning after the installation of equipment and pipeline system is completed. It includes flushing and purging of pipeline system, chemical cleaning of static equipment and pipeline system, drying of furnace, debugging of electrical and instrumental system, and rotating equipment/machinery run-in of rotating equipment, etc. 2.0.7 Mechanical completion All items or a certain single item of the project are completed according to the scope specified in the design document, and pass the pipeline system and equipment internal treatment, electrical and instrumental commissioning and rotating equipment/machinery run-in. It means that the installation of all or a certain single construction of the project is completed, and the conditions for implementing cold commissioning are provided. 2.0.8 Provisional acceptance The transfer and acceptance with additional conditions of property right between the contractor or builder and the owner or other main contract bodies, after the whole project or a certain single mechanical engineering is completed. 2.0.9 Commissioning It refers to a series of activities such as system running commissioning, setting and inspection conducted for the plant after the mechanical completion in the project. It includes cold commissioning and hot commissioning. 2.0.10 Cold commissioning After the completion of precommissioning, the simulation trial operation conducted with water, air or other safety media for the equipment, pipelines and electrical and automatic control systems within the specified scope as well as the testing and setting activities conducted for the system, to inspect all the performance, manufacture and installation quality except the influence of process medium. At the end of cold commissioning, the plant is provided with the conditions for implementing hot commissioning. 2.0.11 Passivation The chemical treatment process that a kind of material is deactivated to another substance before it is used, to generate the protective layer inhibiting or slowing down the corrosive effect on its surface. 2.0.12 Tightness test of process system A activity content of cold commissioning. That is, before introducing the actual process material, introducing the specific test medium to the process system of project plant, and conducting tightness inspection on the process system including equipment, pipeline and instrument under the specific simulation condition. 2.0.13 Hot commissioning Introducing the actual process material to the constructed project plant according to the requirements of design document, conducting experimental operation with end-to-end connection between plants, going through the production flow and producing the products. 2.0.14 Trial operation The stage that at the end of hot commissioning, conducting a series of running and operation adjustment for each plant of the project to make their running gradually reach the steady state and normal operating condition, and conducting performance test. 2.0.15 Performance test During trial operation, the running and determination at full loads (or the loads specified in the contract) and with the specific time limit which are conducted to test the plant (production) ability, product quality, raw materials, power consumption and other contents specified in the contract and design document under the condition that each plant of project reaches stable operation. 2.0.16 Technical documents for operation and maintenance of plant (the manuals) The technical documents for operation and maintenance of plant refers to the most basic technical data of the plants required by the management and technical personnel of each plant of the project during the process of commissioning, normal running and maintenance. 2.0.17 Commissioning procedures The commissioning procedures are the working steps and methods that are prepared in accordance with the technical documents for operation and maintenance of plant, approved and issued for implementation through specific formality, and shall be complied with during the management and organization of commissioning. 2.0.18 Standard Operating Procedures (SOPs) Standard Operating Procedures (SOPs) are the standard working steps and methods of running and operation, maintenance and analysis test activities, which are prepared on the basis of the technical documents for operation and maintenance of plants according to the actual situations of running and operation such as plant running and operation characteristics, administrative management division, post setting and employee skill level in the project, approved by the owner and issued for implementation, and implemented by the employees on posts. 2.0.19 Pre-Startup Safety Review (PSSR) The activity of conducting the final safety inspection and confirmation for all relevant factors and passing the approval of the relevant safe production supervision and management department before the initial introduction of process materials to plant and the startup. 2.0.20 Chemical Safety Data Sheet (CSDS) The Chemical Safety Data Sheet (CSDS) provides various information related to safety, health and environmental protection aspects for the chemical substances and their products, and provides the basic knowledge, protection measures, emergency action and other aspects of the relevant chemicals. 2.0.21 Owner The company that employs the contractor or respectively employs the designer and builder to implement the project construction. 2.0.22 Contractor The company which is employed by the owner to design and construct the project, and is responsible for all the activities specified in one single project contract. It may include the testing and acceptance activities indispensable during project design, equipment and material procurement, plant construction and acceptance, and conducting technical training for the owner's running, operation and maintenance personnel according to the contract stipulation. 2.0.23 Licenser It refers to the possessor who provides the proprietary technology or patent to the contractor or owner, and the provided proprietary technology or patent is used for the construction, running and maintenance of a certain project, plant or one single item therein. 2.0.24 Designer The company which detailedly engineers the proprietary technology or patent and designs the project for the owner.
