1.0.1 This specification is formulated with a view to unify the technical requirements of construction for mountain highway tunnels (hereinafter referred to as "highway tunnels") projects to ensure the project quality.
1.0.2 This specification is applicable to newly build and reconstruct the highway tunnels at all levels based on drilling and blasting excavation; highway tunnels of other forms may refer to this.
1.0.3 Highway tunnel construction must comply with national and professional acceptance quality level to establish a perfect quality assurance system and develop practical quality management system and measures, so as to ensure the project quality.
1.0.4 Highway tunnel construction must comply with national and professional production safety laws and regulations to establish a practical safety system and measures, so as to ensure the construction safety.
1.0.5 Highway tunnel construction must comply with national law and regulation of labor protection, so as to actively improve the conditions of tunnel construction, develop practical ventilation, dust-proof, lighting, harmful gases prevention and radiation protection measures to ensure the health of operating personnel.
1.0.6 The construction of highway tunnels must abide by relevant laws and regulations on national ecology and environmental protection, so as develop practicable measures to prevent noise, dust and waste water from polluting the environment, and to protect the original vegetation and geomorphology. The construction waste shall be carefully disposed to accomplish a civilized construction.
1.0.7 The highway tunnel construction must abide by the laws of State Administration of cultural heritage; when cultural heritage is encountered, the construction shall be stopped to protect the field; after carefully treatment together with the concerned organization, the construction may be continued.
1.0.8 Highway tunnel construction must comply with the national laws and regulations on land management, so as to conserve the land and protect cultivated land and woodland.
1.0.9 During the handover process, the lining and ancillary facilities must not invade the construction limits.
1.0.10 The highway tunnel construction shall not only comply with those specified in this specification, but shall also comply with relevant current standards and codes of the nation and profess.
