1.0.1 This code is formulated with a view to provide technical base and code of conduct for construction and construction management of the highway mountain tunnel projects.
1.0.2 This code is applicable to all levels of highway mountain tunnels
1.0.3 Under the overall construction planning of highway building, tunnel construction shall formulate the corresponding construction management plan. Compiling the construction management plan, it shall consider tunnel length, requirement of section and construction period, geological conditions and local natural conditions, to determine rational construction method and construction schedule.
1.0.4 Quality auditing system must be carried out. Strict comply with the operating rules and do well the material testing task. During the construction process, it shall do well the technological explanation task, and give technology, quality and safety education to ensure the quality of the projects, and insisted on civilized construction.
1.0.5 It shall formulate security system and measures, strengthen tasks like ventilation, lighting, dust-proof, cooling, water-proof and prevention of harmful gases, and the prevent landslides accident to protect the health and security of construction workers.
1.0.6It shall follow out national technical economy policies, aggressively and prudently adopt new technique, new material, new equipment and new technology during the construction process, so that the tunnels construction will be in line with requirements for advanced technology, rational economic, reliable quality, security and practical.
1.0.7 It shall reasonably arrange turnaround time of the construction machinery equipment to improve machine utilization. It shall reinforce technical management, reasonably arrange the operating cycle of process progress and key process, organize balanced production and improve labor productivity.
1.0.8 It must pay close attention to variation of surrounding rock and groundwater and other changes during the tunnel construction, when the construction method or support structure are unadapted to practical surrounding rock state, it must take emergency measures, and timely adopt appropriate construction method or support structure with the approval of technical director.
1.0.9 Installation of ancillary facilities shall be transacted according to like electrical, mechanical, chemical and other relevant professional provisions.
1.0.10 It shall take environmental protection measures under construction, and shall be in accordance with the relevant provisions of environmental protection.
1.0.11 It shall accumulate information and data at any moment during the construction process and do a good job in the working procedure of the original records.
1.0.12 Tunnel construction shall be prepared with a comprehensive and summary of the individual construction technology. It shall timely submit the completion documents after the tunnel construction.
1.0.13 Not only the requirements for highway tunnel construction, but also those specified in the current relevant compulsory ones of the nation and the Ministry of Transportation and Communications shall be complied.
