The Provisions is a revision of SINOPEC Engineering Incorporation to SHSG-033-2008 Provisions on the front end engineering design of petrochemical plants. The following main changes have been made with respect to the Edition 2008:

Design specification of front-end engineering for petrochemical plant
1 General provisions
1.1 The Provisions on the front-end engineering design of petrochemical plants (hereinafter referred to as the Provisions) are specially formulated in order to improve the design quality of petrochemical engineering and unify the content and depth of design documents in relation to the front end engineering of petrochemical plants.
1.2 The Provisions is applicable to the front end engineering design of newly-constructed, expanded and reconstructed petrochemical plants.
1.3 The front end engineering design documents shall be prepared according to the contract and the approved overall design or feasibility study report, process design package and basic design data.
1.4 The depth of front end engineering design documents shall meet the requirements of owner's review, engineering material procurement preparation and construction preparation, and for carrying out detailed engineering design; the design documents of "Design of fire protection", "Environmental protection", "Design of safety facilities", "Occupational health", "Energy saving" and "Seismic protection" for review shall be composed according to Annexes A, B, C, D, E and F respectively.
1.5 All technical principles and technical schemes shall be determined in the design stage of the front end engineering; the typical project design implementation cycle corresponding to this content is shown in Annex G.
1.6 In the design stage of the front-end engineering, all of the involved disciplines shall put forward Bills of Quantities for budget estimate according to the relevant documents issued by the relevant competent authorities of Sinopec Group.
1.7 Each design institute may determine the process data sheet or specifications of static equipment, rotating equipment and industrial furnace as the deliverable documents, which are handled by process discipline or the corresponding discipline according to the actual situation and specific requirements of their own.
1.8 The Provisions is the basic requirement for the contents of front end engineering design documents of petrochemical plants, and the contents of reconstruction and expansion projects shall be expressed in the design documents. If any special requirement is required by the owner, it shall be determined through negotiation when signing the contract.
1.9 The Provisions is not intended to uniformly specify the format of drawings and tables in the design of the front-end engineering. Each design institute may compile it according to the actual situation and specific requirements of the own.
1.10 The Provisions is served as a reference for the arrangement of articles and chapters of design documents, which can not used as a basis for discipline setting and work breakdown within the design institute.
1.11 The relevant provisions of this regulation include, Provisions on process design package (complete set of technical process package) of petrochemical plants, Provisions on detailed engineering design of petrochemical plants, and Estimate Making for Engineering Design of Construction Projects of petrochemical plant.
1.12 For the front end engineering design of oil storage and transportation and independent utility facilities and auxiliary facilities (such as circulating water plant, sewage treatment plant, air separation / air compression station, gas-steam combined cycle power plant, etc.), Basic Engineering design, technical scheme and relevant process design documents of the process shall be described according to its characteristics. For other specialty, the Provisions may serve as a reference.
2 Overview
2.1 Overview is a comprehensive description of the front end engineering design of the plants, which shall include overview, main raw materials, products and by-products, production methods and energy utilization, process control, location of plants and surrounding conditions, utility systems and auxiliary facilities, main technical and economic indexes, existing problems and suggestions.
2.2 Profiles
In this part, the contents of construction scale, construction nature, construction basis and design basis of the plants, the principles and policies implemented in the design, the composition, design scope and design work breakdown of the plants, the annual operation hours of the plants, the recommended operation shifts and staffing, the supporting conditions of the project and the special requirements of the owner, etc. shall be described. The basic contents are as follows.
a) For the construction scale of the plants, the amount of processing raw materials or the design production scale of the main products shall be listed, and the content and scale of phased construction shall be listed for the projects constructed by stages;
b) For the construction nature of the plants, description on whether it is new construction, expansion or reconstruction (technical transformation);
c) For the construction basis and design basis, listing the feasibility study report (FSR) or overall design and official approval documents of the construction project; the environmental impact assessment report (form), safety evaluation report, occupational disease hazard pre-evaluation report, project energy-saving assessment opinions and their official approval documents of the construction project; the seismic safety evaluation report of the engineering construction site; the name, document No. and approval plant’s name of the design contract and process design package. For projects containing imported technology, listing the name and contract No. of the imported technology contract;
