Chapter 1 General Provisions Article 1 This Regulation is formulated according to the relevant requirements of "Regulations on Safety Supervision over Special Equipment" (hereinafter referred to as "Regulations") in order to specify pressure pipe unit (submerged-arc welding steel pipe and polyethylene pipe) manufacture supervision inspection (hereinafter referred to as "manufacture supervision inspection") work. Article 2 This Regulation is applicable to manufacture supervision inspection for submerged-arc welding steel pipe (spiral submerged-arc welding steel pipe, straight submerged-arc welding copper pipe and double-seam submerged-arc welding steel pipe, the same below) and polyethylene pipe in pressure pipe units involved in "Regulations". Article 3 Submerged-arc welding steel pipe and polyethylene pipe manufacture organization (hereinafter referred to as "manufacture organization") who applies to manufacture supervision inspection must obtain special equipment manufacture license according to the relevant provisions for pressure pipe unit manufacture license. Inspection organization engaged in manufacture supervision inspection of submerged-arc welding steel pipe and polyethylene pipe (hereinafter referred to as "supervision inspection organization") shall be approved by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (hereinafter referred to as "AQSIQ"), and shall obtain the qualification of pressure pipe unit manufacture supervision inspection items. Supervision inspection organization who implements manufacture supervision inspection of submerged-arc welding steel pipe and polyethylene pipe shall be determined by local provincial quality and technical supervision department of the manufacture organization and shall be published to the society, and the manufacture organization shall be informed in writing. Article 4 Manufacture supervision inspection work shall be conducted during product manufacture process of manufacture organization and shall be capable of adapting flow line production mode. Manufacture supervision inspection is supervision and verification by manufacture organization for safety performance of submerged-arc welding steel pipe and polyethylene pipe products based on qualified product quality inspection for submerged-arc welding steel pipe and polyethylene pipe. Manufacture supervision inspection can not replace self-inspection of manufacture organization. The manufacture organization shall be responsible for the quality of submerged-arc welding steel pipe and polyethylene pipe; the supervision inspection organization shall be responsible for the quality of assumed manufacture supervision inspection work. Article 5 Supervision inspection organization shall conduct manufacture supervision inspection for items with respect to safety performance of submerged-arc welding steel pipe and polyethylene pipe and shall conduct supervision inspection for operating conditions of submerged-arc welding steel pipe and polyethylene pipe manufacture quality control system of the manufacture organization.
