1 General Provisions1.1 Purpose
This Regulation is formulated according to Special Equipment Safety Law of the People's Republic of China, Regulations on Safety Supervision of Special Equipment, Boiler Safety Technical Supervision Administration Regulation and Supervision Administration Regulation on Energy Conservation Technology for Boiler to standardize the periodical inspection and guarantee such working quality of boiler.
1.2 Application scope
This Regulation is applicable to the boiler periodical inspection work required by Boiler Safety Technical Supervision Administration Regulation (hereinafter referred to as the Boiler Regulation).
Note 1.1: The boiler level involved in this Regulation refers to the specification of 1.4 in the Boiler Regulation.
Note 1-2: The private station or cogeneration boiler shall be implemented according to the requirements of power station boiler.
1.3 Basic Requirements
Boiler periodical inspection refers to the compliance verification activity on safety and energy saving conditions of in-use boiler according to this Regulation, including external inspection under boiler operation state, internal inspection and hydraulic (pressure) test under furnace shutdown state.
1.3.1 Cycle of periodical inspection
Cycle of periodical inspection for boiler is specified as follows:
(1) External inspection is carried out once a year;
(2) Internal inspection is generally carried out once every 2 years; as for the boiler in complete equipment, in combination with the overhaul period of complete equipment; as for the power station boiler, in combination with the overhaul period of boiler, generally once every 3~6 years; the first internal inspection shall be carried out one year after the boiler is put into operation, but that for the boiler in complete equipment and the power station boiler may be carried out in combination with the first overhaul;
(3) Hydraulic (pressure) test: Where inspection personnel or the using organization doubts the boiler safety conditions, the hydraulic (pressure) test shall be carried out; Where the internal inspection cannot be carried out due to the structures, hydraulic (pressure) test shall be carried out every 3 years.
Where periodical inspection cannot be carried out on time due to repair cycle for boilers and power station boilers in complete device, the using organization of boilers may properly postpone the inspection period after it is approved by the safety management principal of using organization under the premise that safe operation of boilers (or boiler shutdown) are guaranteed, while continuous postponement is unallowed. Meanwhile, these organization shall file with the registration location taking charge of boiler utilization as well as indicate measures taken and period of next inspection
