Article 1 This Regulation is formulated according to "Regulations on Safety Supervision of Special Equipment" and "Regulation on Safety Supervision over Cranes", with a view to standardizing the installation, modernization and general overhaul supervision inspection work of cranes.
Article 2 Installation, modernization and general overhaul (hereinafter referred to as "construction") supervision inspection specified in this Regulation refers to the compulsory and confirmatory inspection on construction process of cranes, which is carried out by the inspection and testing organization (hereinafter referred to as "supervision inspection organization") approved by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (hereinafter referred to as "AQSIQ") on the basis of self-inspection acceptance of construction organization.
Article 3 This Regulation is applicable to the construction supervision inspection of cranes within the specified scope of "Regulations on Safety Supervision of Special Equipment" (hereinafter referred to as "the Regulations").
The scope of specific cranes undergoing installation supervision inspection shall comply with the "Catalogue of Cranes Undergoing Installation Supervision Inspection" (see Appendix A).
As for the cranes which are incorporated in "List of Special Equipment" without undergoing installation supervision inspection and are directly delivered to the using organization in the form of complete machine without needing installation work, prior to transaction of application registration, they shall be inspected by the local inspection and testing organization according to the inspection items, contents, requirements and methods specified in "Regulation for Periodicity Inspection of Lifting Appliances" (i.e., the inspection before the equipment is put into use, hereinafter referred to as "the first inspection"), and they shall not be transacted with the application registration until they pass the inspection.
As for the cranes incorporated in "List of Special Equipments", their modernization and general overhaul process shall undergo supervision inspection according to the requirements of this Regulation.
If modernization or general overhaul of the main load-carrying structure members of cranes is carried out in crane manufacturing organization, the supervision inspection organization responsible for the manufacture supervision inspection of manufacturing organization shall conduct supervision inspection. The installation (including relocation) and satisfactory fabrication activities (including on-site segmental assembling of main load-carrying structure members, etc.) at application site shall be incorporated in the scope of installation supervision inspection, and the responsible installation supervision inspection organization shall conduct supervision inspection.
Jacking of tower crane in use procedure does not undergo installation supervision inspection, and the using organization shall be responsible for its safety performance.
Article 4 The cranes undergoing supervision inspection shall be within the scope of construction organization's Installation, Alteration, Repair & Maintenance License of Special Equipment.
Article 5 As for the construction organization applying for the Installation, Alteration, Repair & Maintenance License of Special Equipment (hereinafter referred to as "construction license"), after it obtains acceptance, its cranes of trial construction shall undergo supervision inspection.
Article 6 Construction supervision inspection of cranes includes supervision inspection on the items involving safety performance during construction process and supervision inspection on operation condition of quality assurance system. The supervision inspection items and requirements shall comply with "Outline for Crane Installation, Modernization & General Overhaul Supervision Inspection" (see Appendix B, hereinafter referred to as "Supervision Inspection Outline") and "List of Crane Installation, Modernization & General Overhaul Supervision Inspection Items" (see Appendix C, hereinafter referred to as "List of Supervision Inspection Items").
As for modernization and general overhaul supervision inspection items, in addition to those explicitly specified in this Regulation, other specific supervision inspection items shall be carried our according to the specific modernization and repair items, thereinto whether the static load test is carried out or not shall be defined by the supervision inspection organization according to conditions of modernization and general overhaul at the time of preparing the supervision inspection scheme. The relocation supervision inspection items of cranes shall be carried out by making reference to installation supervision inspection items, and thereinto the static load test may not be carried out.
