Article 1 This guideline is formulated with a view to normalizing the stipulation procedure for special equipment safety technical regulation and guaranteeing the quality of special equipment safety technical regulation.
Article 2 The project approval, drafting, examination, consultation, deliberation, approve, issuance, explanation and revise of special equipment safety technical regulation shall comply with this guideline.
Article 3 The special equipment safety technical regulation mentioned in this guideline (hereinafter referred to as "safety technical regulation") is the mandatory provision on safety performance and corresponding activities such as design, fabrication, installation, transformation, maintenance, application and inspection as well as testing of special equipment, which is fabricated and issued by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (hereinafter referred to as "AQSIQ") in accordance with "Regulations on Safety Supervision of Special Equipment". The safety technical regulation is a key component of law and regulation system for special equipment, its function is to crystallize the laws and regulations and regulatory principle specifications relevant to special equipment.
