Article 1 This Regulation is formulated in accordance with "Regulations on Safety Supervision over Special Equipment" (hereinafter referred to as "regulations") and relevant laws and regulations in order to strengthen uniformity and validity of informationizing of special equipment, guarantee the openness, safety and share of the information and improve the efficiency and service ability for the safety supervision of special equipment.
Article 2 Informationizing for special equipment (hereinafter referred to as "informationizing") means such works as collection, storage, transmission, processing, utilization and issuance for the special equipment information through modern information and communication technology means.
Special equipment information means the objective attribute and description produced during production (including design, manufacture, installation, reconstruction and maintenance and the same below), application, inspection and testing, administrative licensing, supervision and inspection as well as accident investigation and treatment concerning special equipment and organizations concerned and personnel.
Special equipment data is the specific form of expression of special equipment information; the special equipment database is an assembly of special equipment data organized and stored as data structure required.
Article 3 This Regulation is the basic requirements for management on informationizing for special equipment. The special equipment safety supervision organizations, inspection and detection organizations, assessment and evaluation organizations, examination organizations, production organizations, users and safety supervision personnel, inspection and testing personnel, assessment and evaluation personnel, operation personnel, etc. (hereinafter referred to as "responsibility subjects of all kinds of information") shall establish and apply special equipment information platform, business application system and database and fulfil various responsibilities of informationizing for special equipment pursuant to the requirements of this Regulation during the relevant business activities.
Software development organization shall work pursuant to this Regulation when it provides such informationizing services as special equipment information platform, business application system and database construction.
Article 4 General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (hereinafter referred to as "AQSIQ") is responsible for overall planning of special equipment informationizing construction and preparation of relevant rules and safety technical codes and corresponding standards, construction of national information platform and business application system and national underlying database as well as instruction, supervision and management on informationizing for special equipment all over the country.
Quality and technical supervision departments of provinces, autonomous regions and municipalities directly under the central government (hereinafter referred to as "province quality supervision departments") are responsible to the physical planning of informationizing construction in their own administrative regions and construction of information platform, business application system and database of this administrative region. The province special equipment informationizing construction shall be carried out pursuant to the relevant requirements of the same quality supervision department.
Article 5 Special equipment informationizing is developed pursuant to the principle of "unified planning, grading construction, conformity to standard, implementation of responsibility, data sharing and real-time kinematic" and shall encourage application of new informationizing technology, ensure the quality and safety of special equipment information and promote informationizing application level.
