Article 1 With a view to standardizing the examination of special equipment operators, the Rules is prepared according to the "Measures on Supervision and Administration of Special Equipment Operators" (hereinafter referred to as "The Measures").
Article 2 The Rules is applicable to the examination of special equipment operators (hereinafter referred to as "operators") specified by "The Measures".
Specific operation categories and items of operators are in accordance with the requirements of "Operation Categories and Items of Special Equipment Operator" (hereinafter referred to as "The Items").
Article 3 The personnel applying for "Special Equipment Operator Certificate" (hereinafter referred to as "Operator Certificate") shall pass the test firstly and apply to the quality and technical supervision department responsible for certificate issuance for transacting "Operator Certificate" with the test certificate, and then may be engaged in the corresponding work.
The "Operator Certificate" is valid for 4 years. If a personnel needs to be engaged in the operation work continuously after the expiry date, he shall timely transact certificate continuation (referred to as review in the Rules) according to the requirements of the Rules.
Article 4 The examination of operators is organized and implemented by the quality and technical supervision department at or above the county level.
The General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (hereinafter referred to as AQSIQ) and provincial quality and technical supervision department designate the test organization and its test base in principle of overall planning and rational arrangement according to the examination scope and job demand.
The test organization and its cope of responsibility (including regional scope, the same below), test base and test center of operators for management and operation of A1, A2, A6 A7 G6, R3 D2, D3, S1, S2, S3, S4, Y1, F1 and F2 in "The Items" are designated and promulgated by AQSIQ; for the operators of other item, the test organization and its cope of responsibility, test base and test center are designated and promulgated by provincial quality and technical supervision department.
For those passing the test in the test organization designated by AQSIQ, the certificate issuance department of their "Operator Certificate" is the provincial quality and technical supervision department or its authorized quality and technical supervision department at the place of test; for those passing the test of the test organization designated by provincial quality and technical supervision department, the certificate issuance department of their "Operator Certificate" is determined by the provincial quality and technical supervision department.
