1 Application Scope This standard specifies the discharge/emission limits, monitoring and controlling requirements of water and air pollutants for coke chemical industry enterprises as well as the relevant requirements such as implementation and supervision of standards. This standard is applicable to the emission management of the water and air pollutants for such procedures as coal preparation, coking, gas purification, coking chemical product recycling and heat utilization during the production technology of the existing and new coke ovens as well as the environmental impact assessment, environment protection facility design, completion environmental protection acceptance and discharge/emission management of water and air pollutants (after putting into production) of the construction projects of coke chemical industry enterprise. The pollutant emission management of the coking branch factory of steel and iron industrial enterprises shall comply with this standard. This standard is applicable to the legal pollutant emission behaviors; the site selection of newly set pollution source and the management of existing pollution sources in the special protection zone not only shall comply with this standard, but also shall meet the relevant provisions stated in such laws, regulations and rules as the "Law on Prevention of Air Pollution of the People's Republic of China", the "Law of the People's Republic of China on Prevention and Control of Water Pollution", the "Marine Environment Protection Law of the People's Republic of China", the "Law of the People's Republic of China on Prevention of Environmental Pollution Caused by Solid Waste" and the "Law of the People's Republic of China on Environmental Impact Assessment". The discharge control requirements of water pollutants specified in this standard are applicable to the behavior that the enterprises directly or indirectly discharge water pollutants out of their legal boundaries. 2 Normative References
