This national standard specifies rough coal exploitation water pollutant emission limits, coal separation water pollutant emission limits, ground production system air pollutant emission limits as well as control technology requirements for coal gangue dumping ground, coal storage and handling yard.
This standard is applicable to existing coal mine (including open cut coal mine), coal preparation plant and its coal gangue dumping ground, coal storage site, handling yard, contamination control and management. Environmental impact assessment on coal industry construction project, environmental protection facility design, completion environmental protection acceptance check and pollution control and management after put into production.
This standard is applicable to pollutant emission behavior allowed by law, new product line site selection, and product line management within special protective area. This standard complies with article 16 of Air Pollution Control Law of the People's Republic of China, article 20 and article 27 in Law of Water Pollution Prevention of the People's Republic of China, article 30 in marine environment protection law of People's Republic of China and Administrative Provisions on Pollution Prevention in the Drinking Water Source Protection Area.
