1.1 Subject content According to the discharge direction of wastewater, this standard specifies the maximal allowable discharge concentration of 69 kinds of water pollutants and the maximal allowable discharge capacity of parts of industries in term of years. 1.2 Application scope This standard is applicable to the discharge management of water pollutants of the existing organizations as well as the discharge management during the environmental impact assessment, environmental protection facility design, final acceptance of construction project as well as that after the construction project has been put into production. According to the principle that the integrated discharge standards and the industry discharge standards shall not be implemented crossly, the paper industry shall implement GB 3544-92 "Discharge Standard of Water Pollutants for Paper Industry", the ships shall implement GB 3552-83 "Effluent Standard for Pollutants from Ship", the shipbuilding industry shall implement with GB 4286-84 "Emission Standards for Pollutants from Shipbuilding Industry", the offshore petroleum development industry shall implement GB 4914-85 "Effluent Standards for Oil-bearing Waste Water from Offshore Petroleum Development Industry", the textile dyeing and finishing industry shall implement GB 4287-92 "Discharge Standard of Water Pollutants for Dyeing and Finishing of Textile Industry", the meat packing industry shall implement GB 13457-92 "Discharge Standard of Water Pollutants for Meat Packing Industry", the ammonia industry shall implement GB 13458-92 "Discharge Standard of Water Pollutants for Ammonia Industry", the iron and steel industry shall implement GB 13456-92 "Discharge Standard of Water Pollutants for Iron and Steel Industry", the application of space propellant shall implement GB 14374-93 "Discharge Standard of Water Pollutants for Space Propellant", the ordnance industry shall implement GB 14470.1~14470.3-93 and GB 4274~4279-84 "Discharge Standard of Water Pollutants from Ordnance Industry", the phosphate fertilizer industry shall implement GB 15580-95 "Discharge Standard of Water Pollutants for Phosphate Fertilizer Industry" and the shall implement GB 15581-95 "Discharge Standard of Water Pollutants for Caustic Alkali and Polyvinyl Chloride Industry", and the discharge of the other water pollutants shall implement this standard. 1.3 After the issuance of this standard, the industries with newly-added national water pollutant discharge industry standards shall implement the corresponding national water pollutant industry standards according to their application scope and shall no longer implement this standard.
