GB 36980.1-2025 Energy consumption limits for electric vehicles—Part 1: Passenger cars English 1 Scope This document specifies the application and determination of type approval, energy consumption limits, production consistency and determination of the same type for pure electric passenger vehicles. This document is applicable to Category M1 pure electric vehicles with a maximum designed gross mass not exceeding 3 500kg. 2 Normative references The following normative documents contain provisions which, through reference in this text, constitute provisions of this document. For dated references, only the edition cited applies. For undated references, the latest edition of the referenced document (including any amendments) applies. GB/T 3730.1-2022 Terms and definitions of motor vehicles, trailers and combination vehicle - Part 1: Types GB/T 15089 Classification of power - Driven vehicles and trailers GB/T 18385-2024 Battery electric vehicles - Power performance - Test method GB/T 18386.1-2021 Test methods for energy consumption and range of electric vehicles - Part 1: Light-duty vehicles GB/T 18488-2024 Drive motor system for electric vehicles GB/T 19596 Terminology of electric vehicles 3 Terms and definitions For the purposes of this document, the terms and definitions given in GB/T 15089 and GB/T 19596 apply. 4 General requirements 4.1 The energy consumption of vehicle models shall be determined in accordance with GB/ T18386.1-2021. When comparing with the limits, the unit shall be converted from W·h/km to kW·h/100km, and the same significant figures shall be retained after conversion. 4.2 The energy consumption of the vehicle model shall meet the corresponding limits specified in this document. 5 Application and determination for type approval 5.1 General Application and determination for type approval of vehicles shall be carried out in accordance with 5.2 and 5.3. 5.2 Application for type approval 5.2.1 For a specific vehicle type or a family of vehicles that meets the requirements of GB/T 18386.1-2021, 8.1, the application for type approval of energy consumption shall be submitted by the manufacturer or its legal representative. 5.2.2 The application report for type approval of energy consumption specified in Annex A shall be attached at the time of application, but the contents of A.7.2 to A.7.4 and A.8 shall not be filled in. 5.2.3 A sample vehicle representing the approved vehicle type or family shall be submitted to the inspection body responsible for the type approval test. 5.3 Determination and recording of type approval values 5.3.1 The inspection body responsible for type approval tests shall determine the type approval values of vehicle energy consumption in accordance with GB/T 18386.1-2021. 5.3.2 Compare the type approval values of energy consumption determined in 5.3.1 with the corresponding energy consumption limits determined in accordance with Clause 6, and record the type approval values and comparison result in the type approval report of energy consumption as specified in Annex A.
