1 Application scope
This standard specifies the emission control requirements, monitoring requirements as well as the implementation and supervision of standards for pollutants such as particulate matters, sulfur dioxide, nitrogen oxide, mercury and its compounds, carbon monoxide and fugitive dust in boiler plant.
This standard is applicable to the air pollutant emission management of in-use boilers, such as steam boilers with single output of 65t/h or less, hot water boilers with various capacities, organic fluid boilers with various capacities and grate-fired boilers with various capacities, as well as the environmental impact assessment of boiler construction projects, design of environmental protection facilities, environmental protection acceptance after completion, pollutant permit issuance and air pollutant emission management after commissioning.
Boilers fueled by briquette, coal water slurry, coal gangue, petroleum coke, oil shale, heavy oil, residual oil and other fuels shall be subject to the emission control requirements for coal-fired boilers in this standard; boilers fueled by blast furnace gas, coke oven gas, alcohol-based fuels (such as methanol, ethanol and dimethyl ether) and other gaseous fuels shall be subject to gas-fired boilers in this standard; boilers fueled by light oil, biomass oil and other liquid fuels shall be subject to the emission control requirements for oil-fired boilers in this standard.
This standard is not applicable to boilers fueled by domestic garbage, hazardous waste and biomass.
This standard is applicable to pollutant emission behaviors allowed by law; the site selection of the newly established pollution source and the management of the current pollution source in the special protected zone shall be in accordance with the relevant provisions in such laws, regulations and rules as Law of the People’s Republic of China on the Prevention and Control of Atmospheric Pollution, Law of the People’s Republic of China on Prevention and Control of Water Pollution, Marine Environment Protection Law of the People’s Republic of China, Law of the People’s Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste, Law of the People's Republic of China on the Prevention and Control of Radioactive Pollution and Law of the People's Republic of China on Environmental Impact Assessment.

3 Terms and definitions
For the purpose of this standard, the following terms and definitions apply.

boiler
equipment heating water or other working medium with the help of heat energy released from fuel combustion or other heat energy so as to produce the steam, hot water or other working medium with specified parameters (temperature and pressure) and quality
3.2
in-use boiler
boiler that has been constructed and put into production or whose environmental impact assessment document has been approved or put on record before the implementation date of this standard
3.3
new boiler
newly-built, rebuilt and extended boiler of which the environmental impact assessment document has been approved or put into record before the implementation date of this standard
3.4
organic fluid boiler
boiler with organic fluid as heat carrier working medium
3.5
standard condition
state of boiler where the temperature of the smoke is 273.15K and the pressure is 101.325kPa. The emission concentration limit specified in this standard is based on the dry smoke under standard condition
3.6
stack height
vertical distance from boiler location ±0 ground level to stack emission outlet. For the boiler located below the ground level, the distance from the surface where the boiler is located to ±0 ground surface shall be deducted
3.7
O2 content
spare free oxygen contained in the smoke after fuel combustion, which is usually expressed with dry basis volume percentage
3.8
urban high-polluted fuel forbidden area
area designated by the municipal people's government within the administrative area and where the burning of high-polluted fuels is prohibited
