1 Application Scope This standard specifies the limitation of the air pollutants emission concentration, monitoring and control requirements of thermal power plant as well as the implementation and supervision of this standard, etc. This standard is applicable to the emission management of the existing thermal power plant and the environmental impact assessment, environmental engineering design and completion environmental protection acceptance of the construction project of thermal power plant and the air pollutants emission management after being put into operation. This standard is applicable to coal-fired power generation boiler with above 65t/h of unit set output except grate furnace and spreader feeder; Various volumes of coal-dust power generation boiler; fuel and gas power generation boiler with above 65t/h unit set output; thermal power plant with various volumes of gas turbine unit; power generation boiler adopted such fuels as gangue, biomass, oil shale, refinery coke when the unit set output is above 65t/h. The gas turbine unit powered cyclically by the integral coal gasification shall be executed the emission limits of gas turbine unit ignited by natural gas in this standard. This standard is not applicable to the thermal power plants fired with domestic wastes and hazardous wastes. This standard is applicable to the pollutant emission behavior allowed by the laws. The site selection of the pollution source set newly and the management of the current pollution source in the special protected zone shall be executed according to the relevant regulations in such laws and regulations and rules as "Law on Prevention of Air Pollution of the People's Republic of China", "Law of the People's Republic of China on Prevention and Control of Water Pollution", "Marine Environment Protection Law of the People's Republic of China", "Law of the People's Republic of China on Prevention of Environmental Pollution Caused by Solid Waste", "Law of Environmental Impact Assessment of the People's Republic of China". 2 Normative References This standard quotes the following documents or provisions therein. For the purpose of this national standard, the emission concentration of the air pollutant refers to the value of dry flue gas under standard condition. 3.3 O2 content The spare free oxygen contained in the flue gas when the fuel is burning expressed usually with dry basis volume percentage.3.4 Existing plant The plants which has been constructed and put into operation or the environmental impact assessment document of which has been examined and approved before the implementation date of this standard. 3.5 New plant The newly-built, expanded and rebuilt plants of which environmental impact assessment document has been examined and approved before the implementation date of this standard. 3.6 Arch fired furnace It refers to the arch fired combustion space formed where the burner is placed in front and back arch crowns of the furnace, the fuel and air eject downwards and the combustion products discharge upwards from the middle of the front and back arches after they deflect 180°. 3.7 Key region It refers to the regions, in accordance with the requirements of the environmental protection, where the land development density is higher and environment bearing capacity starts to be weaken or those where the atmospheric environment capacity is smaller, the ecological environment is vulnerable and the air pollutants discharge shall be controlled strictly as required by the serious incidental atmospheric environment pollutions. 3.8 Special limitation for air pollutants It refers to the air pollutants limitation formulated and implemented in order to prevent and treat the regional atmosphere pollution, improve environmental quality, reduce further discharge strength of atmospheric pollution sources, control more strictly pollution discharge behaviors; this limitation's emission control level has reached the international advanced or leading degree and applicable to the key regions. 4 Pollutant Emission Control Requirements 4.1 Since July 1, 2014, existing plant executes emission limitation of smoke particle, sulfur dioxide, nitric oxide and flue gas blackness specified in Table 1. 4.2 Since January 1, 2012, existing plant executes limitation of smoke particle, sulfur dioxide, nitric oxide and flue gas blackness specified in Table 1. 4.3 Since January 1, 2015, combustion boiler executes limitation of mercury and its compound specified in Table 1.
