本标准规定了水管锅炉范围界定、锅炉参数、建造规范以及节能和环保等方面的通用技术要求。本标准适用于以下范围的固定式水管锅炉：a) 额定蒸汽压力大于或等于0.1 MPa的蒸汽锅炉；b) 额定出水压力大于或等于0.1 MPa且额定热功率大于或等于0.1 MW的热水锅炉；c) 以余（废）热利用为主要目的的烟道式或烟道与管壳组合式余热锅炉。本标准不适用于以下范围的水管锅炉：a) 移动式水管锅炉；b) 为满足设备和工艺流程需要的冷却装置。其他容量的蒸汽锅炉和热水锅炉可参照本文件。
