1 General provisions 1.0.1 The engineering design of chemical construction projects shall follow the safety policy of "safety first, prevention oriented and comprehensive management" and the occupational hygiene policy of "putting prevention first and integrating prevention with control"; the safety facilities and occupational disease prevention facilities shall follow the "three simultaneities" policy, i.e. simultaneously design, simultaneously construction and simultaneously putting into use, so as to ensure production safety and moderate working conditions, improve labor production level and promote production development of enterprises. 1.0.2 This code is applicable to the safety and hygiene design of new, extended and renovated chemical construction projects. 1.0.3 The safety and occupational hygiene requirements shall be implemented in the design of each discipline, so as achieve safety, reliability, advanced technology and economic feasibility, and minimize hazards, thus realizing safe production. 1.0.4 According to the approval requirements of construction procedures in China, it is necessary to prepare Design of safety facilities and Design of occupational disease prevention facilities in the design stage of chemical construction projects to ensure the implementation of various measures determined in the preliminary safety evaluation and occupational disease hazard pre-evaluation report and approval opinions. The contents of Design of safety facilities and Design of occupational disease prevention facilities shall meet the relevant requirements of the State Administration of Work Safety. 1.0.5 The detailed design of chemical construction projects shall be carried out according to the contents determined in the approved or filed Design of safety facilities and Design of occupational disease prevention facilities and the requirements of relevant approval opinions. 1.0.6 In addition to this code, the safety and hygiene design of chemical enterprise shall also comply with the current relevant standards of the nation. 2 Terms 2.0.1 ergonomics discipline with people-centered study on the relationship among people, machinery and equipment and working environment to realize the health, safety, comfort and efficiency of people in productive labor and other activities 2.0.2 more than one work take place in one space conduction of two or more different works in the same space at the same time 2.0.3 dust and poison harm mixture of dust or poisonous and harmful gases with air, which spreads via air flow and harms human beings and the environment 2.0.4 chemical burn partial or complete destruction of molecule, cell or skin tissue due to chemical stimulation or corrosion 2.0.5 architecture restrict space restrict within a certain width and height to ensure the normal operation and safety of all kinds of traffic 2.0.6 acoustic factors reflected sound caused by the sound pressure level and frequency spectrum of sound source and the listening environment as well as the scattering effect caused by human head and earlap 3 General requirements 3.1 Site selection 3.1.1 The site selection of chemical enterprises shall meet the requirements of the current national standard GB 50489 Code for design of general plot plan and transportation of chemical industrial enterprises. 3.1.2 For the site selection, reliable technical schemes shall be adopted according to geological factors such as earthquake, soft foundation, collapsible loess and expansive soil, as well as meteorological hazard factors such as hurricane, thunderstorm and sandstorm to bypass areas such as faults, landslides, debris flows and underground karst caves. 3.1.3 The site shall not be threatened by floods, tides and waterlogging. The site elevation design of chemical enterprises that may be threatened by rivers, lakes, seas or flash floods shall meet the relevant requirements of the current national standard GB 50201 Standard for flood control, wherein, effective flood control and waterlogging drainage measures shall be taken. 3.1.4 The site shall bypass the old and new mining areas, areas that may be submerged after the dam (or levee) breaks, areas with serious endemic diseases, national, provincial and municipal cultural relics protection areas, and keep a safe distance from sensitive targets stipulated in the Regulations on the safety management of hazardous chemicals. 3.1.5 The hygienic buffer zone between chemical enterprises, between chemical enterprise and other industrial and mining enterprise, traffic station and port shall meet the requirements of the current standards Annex B in GB Z1 Hygienic standards for the design of industrial enterprises, and SH 3093 Health protection zone standard for petrochemical industry, and the fire separation distance shall meet the requirements of the current national standards GB 50160 Fire prevention code of petrochemical enterprise design and GB 50016 Code for fire protection design of buildings. 3.1.6 The site of the chemical enterprise shall conform to the local planning, and the category of the occupied land and the situation of the demolition project shall be clearly defined. 3.1.7 The plant area shall be connected with existing and planned local traffic lines, stations and ports smoothly and reasonably. Where possible, the front-plant area shall be adjacent to the main road, and the railway, ropeway and wharf shall be located at the back and on the side of the plant to avoid intersection of different traffic lines. 3.1.8 Facilities with higher environmental quality requirements, such as residential areas and water sources in plants, shall be arranged with a protection distance from various harmful or hazardous areas, and shall be located at the upstream of unclean water bodies and waste residue yards and on the leeward side of the annual minimum frequency wind direction. 3.1.9 The site of a chemical enterprise shall be located on the windward side of the annual minimum frequency wind direction in towns and plant residential areas according to local wind direction factors.
