This standard specifies the requirements for emission limits, monitoring, supervision and management of water and air pollutants of synthetic resin industry enterprise and its production facilities (including synthetic resin processing and waste synthetic resin recovery and reprocessing enterprises and their production facilities). This standard is applicable to the emission management of the water and air pollutants from existing synthetic resin industry enterprises or production facilities as well as the environmental impact assessment, environment protection facility design, completion environmental protection acceptance, and emission management of water and air pollutants after being put into production of the construction projects of synthetic resin industry. The single production equipment in synthetic resin enterprise shall implement "Emission Standard of Pollutants for Petroleum Chemistry Industry" and the polyvinyl chloride resin (PVC) production equipment shall implement "Discharge Standard of Water Pollutants for Caustic Alkali and Polyvinyl Chloride Industry". This standard is applicable to the legal pollutant emission behaviors. The site selection of newly set pollution source and the management of existing pollution sources in the special protection zone shall meet the relevant provisions stated in such laws, regulations and rules as the "Law of the People's Republic of China on Prevention and Control of Water Pollution", the "Law on Prevention of Air Pollution of the People's Republic of China", the "Marine Environment Protection Law of the People's Republic of China", the "Law of the People's Republic of China on Prevention of Environmental Pollution Caused by Solid Waste" and the "Law of the People's Republic of China on Environmental Impact Assessment".
